Since God is pure will, God is pure love. For where there is will there is love. Extending this, God created all things and so all of creation exists in God’s love for them/it. Therefore, God causes the love in things, and this is now He loves them. Humans on the other hand, tend to love things for the amount of good they interpret to be in a thing. Only when we align ourselves with how God sees the world can we finally come to real love.

Now, having said this, it is not contradictory to say that God loved things in different amounts. God can love things in different ways because there are varying degrees of perfection, like a thing with life and a thing without. This is saying a lot about His love for humanity, as humans have much perfection in its best sense.
